
The joint parliamentary committee (Legal, Public Services and Transportation) continued to discuss the draft amendment to the Traffic Law of 2026, during extensive discussions that addressed the reasons for the amendments contained therein.
This came during an expanded meeting held today, chaired by MP Aref Al-Sa’aydeh, and attended by the Vice Chairman of the Public Services and Transport Committee, MP Tariq Bani Hani, the Director of the Drivers and Vehicles Licensing Department, Brigadier General Omar Al-Quraan, the Director of the Traffic Department, Brigadier General Raed Al-Assaf, and from the Public Security Directorate, Colonel Judge Nader Al-Salamat, in addition to a large number of MPs.
Al-Sa’aydeh emphasized that this project came to keep pace with the digital transformation in government services, and to enable citizens to conduct all vehicle buying and selling transactions electronically, including the use of electronic, visual and audio communication methods, and the adoption of electronic signatures in notary public transactions carried out by officers and non-commissioned officers of the Licensing Department, which contributes to simplifying and speeding up procedures.
He added that the amendments addressed the issue of guaranteeing vehicle prices by creating a special account in the licensing department into which the price of the vehicle is deposited, so that it is transferred to the seller as soon as the ownership transfer procedures are completed, which enhances confidence and preserves the rights of all parties.
Meanwhile, the Vice Chairman of the Parliamentary Committee on Public Services and Transportation, MP Tariq Bani Hani, stressed the importance of legislating any amendments that contribute to keeping pace with the digital transformation in government services and simplifying procedures and transactions for citizens.
For his part, the Director of the Drivers and Vehicles Licensing Department, Brigadier Omar Al-Quraan, said that the project represents a qualitative leap in the provision of services, as it allows for the execution of ownership transfer and vehicle disposal transactions remotely, stressing that the regulations and executive instructions will specify precise mechanisms to ensure the safety of procedures, especially with regard to depositing and disbursing vehicle prices.
For his part, the Director of the Traffic Department, Brigadier General Raed Al-Assaf, explained that the amendments came as a result of the increase in the number of impounded vehicles in accordance with the provisions of the Traffic Law, which are found to have a lien or judicial seizure, which prevents their sale at public auction based on the provisions of Article (9) of Law No. (49) of 2008 and its amendments. In view of the decrease in the value of these vehicles over time as a result of the long period of their retention without settling their status, the need arose for a legislative solution that ensures the preservation of the rights of the mortgaged creditors and the seizing authorities, and that achieves a balance between preserving legal rights and preserving the financial value of the vehicles.
Meanwhile, Colonel Judge Nader Al-Salamat confirmed that the amendments were made to take into account the rights of stakeholders and vehicle owners, and to ensure that their value does not decrease as a result of the seizure due to the passage of time, noting that they also come in response to the digital transformation, and to facilitate for citizens the process of buying and selling vehicles electronically and remotely.
The meeting witnessed an extensive discussion between the deputies and the attendees, as the deputies: Nasser Al-Nawasrah, Bayan Al-Mahasiri, Muhammad Salamah Al-Ghuwairi, Muhammad Al-Mahamid, Hussein Krishan, Muhammad Bani Mulhim, Abdul Halim Al-Ananbeh, Ayatollah Freihat, Amal Al-Shaqran, Bakr Al-Hayseh, Shaher Al-Shatnawi, Hayel Ayash, Suleiman Al-Saud, Ibrahim Al-Tarawneh, Ismail Al-Mashaqa, Rania Abu Rumman, and Ayman Abu Haniyeh, raised a number of observations and inquiries that focused on ensuring the protection of the rights of the seller and the buyer, the mechanisms for implementing the electronic signature, controlling the financial aspects related to the vehicle price guarantee account, in addition to the duration of keeping vehicles in the impound lots and the extent of the readiness of the technical infrastructure to implement the system.
