
Today, digital infrastructure is one of the most important keys to economic and administrative modernization in Jordan. Communication networks, the internet, data centers, and digital government platforms are no longer just technical tools, but have become a fundamental basis for raising the productivity of individuals and companies, attracting investment, facilitating the lives of citizens, and improving public services.
Just as roads, ports and electricity were the foundation of development in previous stages, fiber optic networks, 5G, data centers, digital government services, cybersecurity and digital identity have become the new pathways through which trade, education, health, work and financial services pass.
Jordan’s digital reality shows that the Kingdom has come a long way compared to the size of its economy and resources. According to Investment Promotion Data for 2025, the internet penetration rate is about 92.5%, with more than 9.1 million users. This reality is inseparable from the government’s digital transformation.
Jordan has advanced in the World Bank’s 2025 Government Technology Maturity Index to 21st place globally out of 197 countries, and fourth in the Arab world. Its performance in the public services provision pillar has also improved from 42nd to 26th place globally, which is an important indicator of the transition of digitization from the level of technical infrastructure to the level of direct service to the citizen.
Economically, digital infrastructure is an engine of growth because it reduces the cost of doing business, increases the speed of transactions, and opens the door to high-value sectors such as software, cross-border services, e-commerce, financial technology, and artificial intelligence.
The availability of fast and stable connectivity also encourages investors to view Jordan as a regional hub for digital services, especially with the availability of human resources and a supportive environment for investment in the information technology sector. This is increasingly important in an economy that needs to raise productivity, expand quality job opportunities for young people, and increase the contribution of digital service exports.
At the citizen level, the impact is evident in reduced time, effort, and costs. The “Sanad” application and digital government platforms have become gateways to more accessible services, such as digital documents, electronic payments, digital signatures, and the renewal of certain transactions without visiting government offices. Developing these services helps save time and effort and facilitates transactions both within and outside the Kingdom.
To maximize the benefits of the digital infrastructure, it is important to continue simplifying procedures, linking government databases, ensuring cybersecurity, expanding digital inclusion in the governorates, improving internet quality and cost, and raising the skills of employees and citizens. Then the digital infrastructure will become a real driver of growth, a tool to improve trust between the citizen and the state, and a bridge towards a more competitive, fair, and efficient Jordanian economy.
True success is measured by the ability of this infrastructure to improve the lives of citizens, facilitate the work of investors, increase the productivity of the economy, and transform Jordan into a reliable regional center for services, data, and innovation.
