The government completes the economic feasibility study for the light rail project between Amman and Zarqa.

The government has completed the economic feasibility study for the project to establish and operate a light rail line between the cities of Amman and Zarqa, in addition to completing the preparation of detailed designs and topographic survey work for the phosphate line within a railway project linking the industrial port in Aqaba with the mining areas.

As for the light rail, the project includes the rehabilitation of the Hejaz light rail line between the cities of Amman and Zarqa, and from north of Zarqa to the airport, with a length of 60 km and an expected speed of 60 km/h. The government estimated the cost of the light rail project to be one billion dinars.

According to the first quarter report for 2026 on the executive program for the economic modernization vision for the years 2026-2029, the government completed, in the transport and logistics sector, the issuance of 14,132 completed licenses through the pre-approvals and licenses platform, and the implementation of 9,747 customs declarations through the e-commerce center, in addition to equipping 30 buses with smart transport systems within the boundaries of the Greater Amman Municipality, and installing 23 smart system devices on buses between the capital and the governorates and districts within the first and second phases.

The report, issued by the Government Performance and Achievement Monitoring Unit at the Prime Ministry and monitored by “Al-Mamlaka”, indicated that the percentage of citizens’ satisfaction with public transport services reached 68%, while the percentage of public transport coverage for populated geographical areas reached 70%.

In the public transport file, the report explained that within the Bus Rapid Transit (BRT) project between Amman and Zarqa, the tender for the construction of the station passenger complex was re-issued within package zero, and the pre-qualification tender for the fare collector was re-issued by the Ministry of Investment within the official operation.

In the land transport sector, a tender was issued for the design, development, implementation and operation of the land transport services management and operation project in the Kingdom, within the framework of the project to prepare an integrated national system and transport document for the unified transport system project.

The system for regulating passenger transport using smart applications was also approved within the project to regulate passenger transport through smart applications, while work began on establishing and merging companies to regulate the role of routes within the project to develop regular transport services between the capital and the centers of governorates and districts, according to Article (13) of the Passenger Transport Law of 2017, in addition to contracting with the company supplying smart transport systems devices.

In the project for the development of the land freight sector, a tender was issued for the redistribution of patterns and referred, and the study of the decisions included in the project in its second phase began, along with the preparation of the terms of reference for a study on establishing a national Jordanian land transport company in preparation for issuing the tender.

In the road infrastructure file, tenders were issued for the maintenance and rehabilitation of the arterial and main road network in the northern, central and southern regions, in addition to the issuance of tenders for studies of the Irbid Ring Road and the Salt Ring Road and the issuance of commencement orders within the project to update the studies for the two roads.

The government provided the necessary funding for the tender to purchase devices, machinery and equipment and the tender to purchase the road asset management system through the multi-donor trust fund within the project to complete the procedures for the road asset management system, in addition to awarding the tender and issuing the commencement order for the electronic linking of all ministry sites to the central control and command room.

In the aviation sector, the report indicated that, within the project to develop, manage and operate King Hussein International Airport in Aqaba, negotiations were completed, the framework agreement was prepared and agreed upon with the investing company in preparation for its signing and the commencement of the studies and the strategic plan.

The work of filling the valley adjacent to runway (24) on the northern side was completed and it was finally received as part of the project to rehabilitate the airside and operate Amman City Airport, in addition to awarding the tender for the navigation network system and the air monitoring system on the runways as part of the project to enhance the effectiveness of the Jordanian airspace to achieve flexible, reliable and sustainable operation and facilitate air traffic in the Aqaba region.

In the ports sector, the tender documents for the development of the oil port were amended with the aim of increasing the port’s capacity to handle petroleum products and enhancing public safety procedures, with the tender invitation announcement being published locally and internationally.

As for the railway sector, the report indicated the awarding of a tender for the purchase of consultancy services to prepare legal legislation, and the completion of the first phase of reviewing the current legislative and regulatory framework for the railway transport sector in Jordan within the project of preparing and approving railway legislation, regulations, and instructions.

On the customs and logistics side, the central tender for the construction of the customs escort building in the Azraq Chechen area of ​​Zarqa Governorate was referred, while the committee for receiving the employees’ housing works at the Karama Customs completed the field audit work and the building began operating.

Information was also updated on 18 out of 72 targeted commodities on the Jordanian Trade Facilitation Portal, including wheat, sugar, coffee, sweet biscuits, fresh vegetables and fruits, gold, handbags, new shoes, new clothes and furniture.

The report indicated that the business environment and procedures engineering of 14 customs directorates and centers were analyzed, and the procedures were studied and the requirements related to the customs declaration were identified in preparation for computerizing the comprehensive customs operations system, in addition to awarding the tender for the project to computerize the platform for prior approvals and licenses.

In the Al-Durra border center development project, the completion rate reached 65%, and the work included the completion of the sewage, water and electricity networks within the first package, and the implementation of services for internal and external buildings and the transfer station, while the preparation of the documents for the second package related to the passenger and cargo areas is being completed in preparation for re-tendering.

The agreement with the new operator for the truck control system project was also finalized, and the gradual transfer and implementation of operational modes began without affecting freight traffic, with the actual transfer being successfully completed. Regarding the King Hussein Bridge terminal project, the final plans and tender documents were received, and the Government Tenders Department was contacted to proceed with awarding the contract to the contractor for implementation.
